Renames the state hospital review and planning council to the state health systems council and expands membership from 31 to 39 members effective February 1, 2011

Restructures council composition to include: at least 7 provider representatives, 7 purchaser/payer representatives, 7 labor organization representatives, 10 health care consumer advocacy representatives, and 8 members appointed upon legislative recommendation

Establishes that all current council member terms expire January 31, 2011, with new members appointed to staggered initial terms of one, two, or three years beginning February 1, 2011

Requires the council to meet at least four times yearly, establish committees with minimum 25% consumer advocacy representation, allow public comment, and adopt bylaws including ethics and conflict of interest provisions

Changes appointment considerations from "hospital, nursing home and medical affairs" to "enhancing the delivery of quality and accessible health care services" and defines "provider of health care services" broadly to include practitioners, administrators, and institutional fiduciaries
