Prohibits all state and local law enforcement agencies and officers from engaging in racial or ethnic profiling, defined as stopping vehicles or individuals based on actual or apparent racial or ethnic status without reasonable individualized suspicion.

Requires each law enforcement agency to adopt a written anti-profiling policy and complaint procedures by January 1, 2012, with copies of complaints and dispositions provided to the Division of Criminal Justice Services.

Mandates law enforcement agencies to record and report detailed data on all traffic stops and frisks beginning January 1, 2012, including demographic characteristics, search results, citations, arrests, and stop duration/location.

Authorizes the Attorney General to bring civil actions for injunctive relief and damages against agencies engaging in racial profiling, and allows individuals who are victims of profiling to bring their own lawsuits with potential recovery of costs and attorney fees.

Requires the Division of Criminal Justice Services to develop a computerized public database of traffic stop data and publish annual reports for the Governor, Legislature, and public without revealing individual identities.
