Renames the "Office for Technology" to "Office of the Chief Information Officer" and changes the title of the office head from "Director" to "Chief Information Officer"

Expands the definition of "state agency" to include public benefit corporations, public authorities, and SUNY and CUNY; adds definitions for "local government" and "information technology workforce"

Establishes the Enterprise Executive Governance Board composed of nine members including the Director of State Operations (chair), Attorney General, Comptroller, SUNY Chancellor, and representatives from the Governor, Assembly Speaker, and Senate Temporary President to review and approve state enterprise information technology policies and strategic plans

Establishes the Information Technology Investment Board composed of eleven members to oversee major technology procurements with a total cost exceeding ten million dollars and report quarterly to the Enterprise Executive Governance Board

Requires state agencies planning technology procurements exceeding $100,000 to notify the Chief Information Officer for review of consistency with statewide technology plans and policies; repeals the previous advisory council for technology sections
