Creates a health insurance pool demonstration program administered by the Chautauqua County Chamber of Commerce for eligible employers with 100 or fewer employees in the county, including municipal corporations.

Requires the Chamber to contract with health and accident insurers to provide coverage including hospital and physician visits, prescription drugs, mental health services, and durable medical equipment on an experience-rated basis with community rating based on 5,000 lives.

Authorizes a surcharge not to exceed one percent of premiums to cover program costs, and exempts participating employers and employees from ineligibility for federal subsidies or tax credits under the Patient Protection and Affordable Care Act of 2010.

Requires the Chamber to submit annual reports to the Superintendent by November 15th, and directs the Superintendent to report findings to the Governor and legislature by June 1, 2013 regarding program costs, savings, and participation.

Program takes effect December 1, 2010 and expires December 1, 2013.
