Establishes "convenient care clinics" as diagnostic or treatment centers that can operate within retail businesses (pharmacies, stores, shopping malls) or employer health facilities under New York Public Health Law Section 2801-a

Permits clinics to be operated by non-natural person entities (corporations) whose principal stockholders, members, and controlling persons meet Public Health Council requirements and demonstrate sufficient experience in delivering quality health care

Exempts convenient care clinics from three existing provisions: stockholder/member requirements, stock disposition restrictions, and stock/membership ownership restrictions

Authorizes the Public Health Council to adopt rules governing ownership changes, transfers, operator oversight, local governance, and qualifications of directors and officers of clinic operators

Permits the Commissioner to promulgate different regulations for convenient care clinics regarding design, construction, equipment, and services provided compared to standard diagnostic or treatment centers
