Establishes a Veterans' Bill of Rights that the Division of Veterans' Affairs must print, publish, and distribute, outlining nine rights including applying for benefits, receiving assistance, obtaining written notice of benefit decisions, and fair treatment without discrimination

Requires the Veterans' Bill of Rights be made available on the Division's website, at all Division offices, local veterans' services agencies, veterans' services outreach programs, and state and local agencies providing services to veterans

Directs the Division to establish Veterans' Services Outreach Programs throughout the state that provide veterans with information, assistance, and referrals to eligible services and benefits while coordinating with federal, local, and state agencies

Authorizes the Division to contract with and certify qualified not-for-profit organizations to operate Veterans' Services Outreach Programs, with certification based on qualified personnel, suitable facilities, and relevant expertise

Specifies that outreach programs may provide counseling, information, and referral services but cannot process claims for assistance or compensation, instead referring veterans to appropriate agencies
