Creates a solar feed-in tariff pilot program under the Long Island Power Authority to purchase electricity from solar photovoltaic installations between 1 kilowatt and 1 megawatt capacity at $0.32 per kilowatt-hour under 20-year contracts.

Requires the Authority to interconnect solar facilities to its distribution system within 60 days of request and pay all interconnection costs; if interconnection is delayed beyond 60 days, the Authority must begin payments based on the facility's nameplate capacity.

Limits the total program capacity to 100 megawatts of alternating current rated peak electricity, with no individual facility cap, operating on a first-come-first-served basis.

Mandates the Authority develop a simple application process completed within 30 days, with solar facilities commissioned within one year and separate meters installed to measure solar production at no cost to facility owners.

Requires the Authority to submit biennial reports to the Legislature and Governor on solar installations, program implementation, environmental effects, rate impacts, and recommendations for expansion to other areas or statewide adoption.
