Establishes a pilot program authorizing the Department of Motor Vehicles to approve classroom-based motor vehicle accident prevention courses, developed in consultation with Worldwide Safe Driving Techniques, Inc.

Provides participating motorists with point and insurance reduction benefits while the program's effectiveness is studied.

Directs the Department of Motor Vehicles to promulgate necessary rules and regulations to implement the program.

Takes effect 180 days after becoming law and expires five years after the effective date, at which point the program provisions are automatically repealed.

Authorizes rules and regulations necessary for implementation to be made and completed immediately upon the bill's enactment.
