Changes the definition of "interim multiple dwelling" in cities with over one million residents from buildings occupied by two or more families to three or more families for twelve consecutive months during 2008-2009, with added requirements for unit location, entrances, windows, and minimum square footage of 550 square feet

Excludes buildings in most industrial business zones from interim multiple dwelling protections, except for Williamsburg/Greenpoint, North Brooklyn, and Maspeth industrial zones, and excludes units in buildings with certain active commercial uses incompatible with residential use

Increases the civil penalty for violations of loft board rules and regulations from one thousand dollars to seventeen thousand five hundred dollars, and allows the Environmental Control Board to enforce loft board rules with the same penalty authority

Establishes a six-month filing deadline for all applications seeking registration as interim multiple dwellings or coverage under the loft board's jurisdiction, after which no further applications will be accepted

Revives provisions of the tax law relating to video lottery gaming and removes an expiration date that was set for July 2, 2010, allowing the lottery game to continue with specific operational requirements for licensed sales locations
