Establishes two new felony crimes: "Scheme to Defraud the Government in the First Degree" (Class D felony) and "Scheme to Defraud the Government in the Second Degree" (Class E felony) for public servants or party officers engaging in systematic fraud involving state resources or property exceeding $1,000 in value or benefits.

Defines "faithful public services" as conduct free of undisclosed self-dealing and unauthorized conferral of benefits on public servants, and requires all public servants to provide faithful public services to constituents and the state.

Creates a new duty for public servants to provide faithful public services, with violations subject to civil penalties up to $10,000 plus the value of any benefit received, or criminal prosecution as a Class E felony if part of a fraudulent scheme.

Requires lobbyists to report "reportable business relationships" (compensation arrangements with state officials or their entities) exceeding $1,000, and requires clients of lobbyists to report such relationships exceeding $500, including transaction descriptions and compensation amounts.

Takes effect immediately upon enactment, except reporting requirements in sections 11-13 take effect 90 days after enactment.
