Establishes a 9-member task force to examine the potential effects of an offshore oil spill on Nassau and Suffolk counties, including probability, consequences for businesses/residents/wildlife/fishing/tourism, and environmental impacts.

Task force membership includes representatives appointed by the Commissioner of Environmental Conservation, Attorney General, State Emergency Management Office, Commissioner of Parks/Recreation/Historic Preservation, State Comptroller, Governor, Commissioner of Transportation, and majority votes from Nassau and Suffolk county legislatures.

Task force shall coordinate with the Coast Guard and National Oceanic and Atmospheric Administration, hold public hearings, and has the powers of a legislative committee under legislative law.

Task force must submit written findings, conclusions, and recommendations to the governor and legislature within 120 days of the act's effective date, including proposed legislation to implement recommendations.

Members receive no compensation but are reimbursed for actual and necessary expenses; the task force may request resources, facilities, and data from state agencies and political subdivisions.
