Establishes a non-partisan Legislative Budget Office within the Legislature, headed by a Director and Deputy Director appointed by the Speaker of the Assembly and Senate Temporary President based on fitness for duty without regard to political affiliation

Director serves four-year terms expiring January 3rd before gubernatorial elections and may be removed by either chamber via resolution; Director's salary equals the lower of the highest officer salaries in either chamber, with Deputy Director earning $1,000 less annually

Office provides budget, revenue, and fiscal analysis to legislative committees, particularly the Senate Finance Committee and Assembly Ways and Means Committee, and assists individual members and other committees upon request

Director authorized to obtain information and data from executive branch departments, agencies, and public authorities; must use exclusive revenue estimates from Senate Finance and Assembly Ways and Means committees for tax legislation

Office must submit annual reports to legislative leadership on March 1st documenting fiscal policies, revenue estimates, economic forecasts, and gubernatorial budget summaries; maintains public access to budget data with limited exceptions for legally exempt or confidential information
