Amends chapter 774 of the laws of 1989 to clarify that payments for lands acquired by the Department of Environmental Conservation are governed by prior agreements rather than standard real property tax provisions (section 532 of the real property tax law).

Establishes that appropriations made for taxes on state lands under sections 532-546 of the real property tax law shall encompass the state's obligation to make required payments, notwithstanding any other law.

Specifies that neither the payments nor assessments of affected parcels require approval from the State Board of Real Property Services.

Amends chapter 99 of the laws of 2010 to allocate $5,000,000 from the General Fund for taxes on public lands and payments pursuant to sections 532-546 of the real property tax law and section 4 of chapter 774 of the laws of 1989.

Takes effect immediately upon enactment.
