Amends the definition of "affiliated livery vehicle" to include (rather than exclude) black cars and luxury limousines with seating capacity up to six persons including the driver

Specifies that affiliated livery vehicles must be authorized and licensed by the taxi and limousine commission in cities with one million or more population and dispatched from a base station in that city

Requires charges for affiliated livery vehicle service to be based on flat rate, time, mileage, or zones rather than on a garage to garage basis

Excludes affiliated livery vehicle transportation service from sales tax in cities with populations of one million or more

Takes effect on the same date as related legislation (S.6610C and A.9710D)
