Extends the expiration date of ticket resale regulations from May 15, 2010 to May 15, 2011, with Section 25.11 (buffer zone restrictions) surviving the repeal.

Prohibits use of automated ticket purchasing software to bypass security measures on ticket purchasing websites, with civil penalties of $500-$1,000 per violation and forfeiture of profits.

Requires operators and operator's agents to provide consumers the option to purchase transferable tickets (paper or e-tickets) at the same established price, and prohibits operators from owning or controlling secondary ticket resellers.

Mandates licensees reselling tickets report to the Consumer Protection Board twice annually (June 30 and December 31) the total number and average resale prices of all tickets resold.

Adds procedural protections for licensees before bond funds can be drawn, requiring written determination, 25-day notice period, and opportunity to respond within 20 days.
