Extends the expiration date of the Power for Jobs program and Energy Cost Savings Benefits program from June 2, 2010 to May 15, 2011.

Modifies eligibility and application procedures for Energy Cost Savings Benefits, allowing the board to expedite awards granted between June 30, 2009 and May 15, 2011 while deferring compliance reviews until after approval.

Extends the timeline for Power for Jobs electricity savings reimbursements and contract extensions for phase four and five recipients through May 15, 2011, with expedited awarding procedures for applications submitted between June 30, 2009 and May 15, 2011.

Allows recipients of phase four and five Power for Jobs allocations with contracts expiring on or before December 31, 2005 to extend those contracts through May 15, 2011.

Updates the expiration provisions in chapters 316 (1997) and 645 (2006) of the laws of New York to reflect the new May 15, 2011 termination date.
