Adds micro-hydroelectric generating equipment to New York's net energy metering program, defined as hydroelectric systems with rated capacity not exceeding 25 kilowatts for residential customers or 2,000 kilowatts for non-residential customers.

Requires electric corporations to provide interconnection and net energy metering services for micro-hydroelectric equipment owned or operated by customer-generators, subject to safety standards and requirements.

Establishes safety standards and equipment requirements for micro-hydroelectric systems, including automatic isolation equipment for voltage and frequency deviations and manual lockable disconnect switches.

Limits customer charges for dedicated transformers or equipment installation to $350 maximum for residential micro-hydroelectric systems and allows corporations to determine costs for non-residential systems subject to departmental review.

Includes micro-hydroelectric equipment in the Public Authorities Law provisions governing interconnection programs and net energy metering policies administered by the New York State Energy Research and Development Authority.
