Lowers the contract threshold for prevailing wage requirements from ten thousand dollars to two thousand dollars for janitorial, security, and related service work performed under contracts with public agencies.

Removes the exclusion that previously exempted business improvement districts from prevailing wage requirements for service work contracts.

Excludes janitorial or security work performed on premises owned or operated by the Power Authority of the State of New York from prevailing wage requirements, unless those premises are jointly owned with non-governmental public utilities or substantially-owned affiliated entities.

Repeals subdivision 8 of section 231 of the labor law that was added by the 2010 prevailing wage chapter.

Delays the requirement to pay prevailing wages for work performed under affected contracts until July 1, 2011, while the effective date of the underlying 2010 prevailing wage law remains ninety days after enactment.
