Increases the Center for Community Health Program appropriation from $1,298,116,940 to $1,304,366,940 for state aid to municipalities for local health departments and public health services under Article 6 of the Public Health Law

Requires county chief financial officers to certify in municipal health services plans that county tax levies for health department services have not been replaced by tobacco settlement agreement funds, except in public health emergencies as determined by the Health Commissioner

Allocates up to $1,700,000 to transfer to the Medical Assistance Program for publicly sponsored certified home health agencies demonstrating losses from bad debt and charity care, limited to state share requirements for the period January 1, 2010 through December 31, 2010

Appropriates $6,250,000 for payment of financial assistance accrued prior to the bill's enactment

Takes effect immediately and is retroactively effective as of April 1, 2010
