Prohibits the sale, delivery, or gift of caffeinated or stimulant-enhanced alcoholic beverages containing more than 5% alcohol by volume combined with more than 6 milligrams per ounce of caffeine or equivalent stimulants (guarana, ginseng, taurine, wormwood oil)

Excludes such beverages from the legal definitions of "beer" and "wine product" under New York alcoholic beverage control law

Takes effect 270 days after enactment, with a 60-day grace period allowing retailers to sell existing inventory received before the law's effective date

Authorizes the state liquor authority to immediately adopt rules and regulations necessary to implement the prohibition by the effective date
