Establishes the Wine Industry and Liquor Store Revitalization Act to expand retail alcohol sales opportunities and modernize licensing provisions for off-premises alcohol sales.

Creates a new Grocery or Drug Store Wine License (Section 79-E) allowing grocery and drug stores to sell wine in sealed containers, with one-time franchise fees ranging from $1,000 to $350,000 based on gross sales or square footage, and annual fees of $500 per location.

Implements the Wine Market Expansion Medallion Program requiring existing and new liquor retailers to possess medallions to operate, with two medallions automatically issued to current Section 63 and 79 licensees and additional medallions available through an online auction website lasting three years.

Expands permitted ancillary sales at off-premises alcohol retailers to include bottled water, mixers, food products, cigars, glassware, wine storage devices, gifts, and allows installation of automated teller machines without violating exclusivity restrictions.

Allows off-premises alcohol retailers to make joint purchases for bulk buying, extends credit periods to 60 days for wine retailers, permits wholesale sales to other licensed retailers, and requires management personnel to complete approved alcohol training awareness programs.
