S.6 - New York State Public Higher Education Empowerment and Innovation Act

• Allows SUNY and CUNY to increase resident undergraduate tuition by up to 4% annually through 2015, with select campuses permitted to charge differential rates up to 7% by campus and program starting in 2011-12 academic year.

• Creates State University Asset Maximization Review Board to approve SUNY's lease, transfer, and conveyance of real property and participation in public-private partnerships at designated campuses.

• Grants SUNY and CUNY expanded procurement authority to bypass standard state comptroller approval for construction contracts, technology purchases, and certain goods and services, subject to board-adopted guidelines.

• Expands health care facility authorities to allow state university hospitals to enter managed care arrangements, purchase goods and services, and acquire facilities without prior state approval, subject to trustee guidelines.

• Requires SUNY and CUNY to submit semi-annual reports to legislature detailing state aid allocation, tuition and fee revenue by program, expenditures, and enrollment data; expires June 30, 2015.
