Establishes a Commission on Judicial Compensation to be created every four years starting April 1, 2011, to evaluate and recommend compensation and benefits for judges and justices of state-paid courts and housing judges of the Civil Court of New York City

Commission consists of 7 members appointed by the Governor (3), Senate Temporary President (1), Assembly Speaker (1), and Chief Judge (2), with the Governor designating the chair

Commission shall examine pay adequacy, determine if salary adjustments are warranted for any of the four years following establishment, and consider factors including economic climate, inflation, public-sector spending, comparable compensation in other jurisdictions, and the state's funding ability

Commission recommendations regarding salary adjustments have the force of law and supersede inconsistent provisions of Article 7-B of the Judiciary Law unless modified by statute before April 1st of the applicable year

All salary increases shall be effective at the beginning of the payroll period nearest to the increase's effective date and rounded up to the nearest $100 multiple
