Establishes a nine-member Behavioral Health Services for Veterans Advisory Board within the Division of Veterans' Affairs, with appointments made by the Governor (3), Temporary President of the Senate (2), Speaker of the Assembly (2), and minority leaders of each chamber (1 each).

Requires the advisory board to study and analyze the adequacy of existing behavioral health services for veterans and recommend expanded services, with findings and recommendations due to the Governor and Legislature by October 1, 2012.

Mandates the Office of Alcoholism and Substance Abuse Services establish behavioral health services for veterans in every county, including inpatient, outpatient, and residential treatment for alcohol, opioid, and substance abuse disorders.

Requires staff providing veteran behavioral health services to receive specialized training on veterans' needs and authorizes staffing expansion to meet demand.

Establishes additional support services including individual care coordinators, screening for PTSD and traumatic brain injury, transportation, agency networking with the Veterans Administration, and clinical evaluation specific to veterans' needs.
