Prohibits any person, firm, corporation, or banking organization from distributing or using paper containing bisphenol A (BPA) for business and banking transactions including receipts, credits, withdrawals, deposits, and credit/debit card records.

Requires paper manufacturers to use the least toxic alternative chemical compound to replace BPA and prohibits replacement with known human carcinogens, developmental toxins, endocrine disruptors, or reproductive toxins.

Mandates the Department of Environmental Conservation to certify that alternative chemicals are the least toxic available and not classified as carcinogens or developmental/reproductive/endocrine toxins, and to update certification requirements annually.

Requires the Department to establish an advisory committee of independent scientists within 60 days to recommend least toxic alternatives to BPA based on toxicological and epidemiological expertise.

Directs the Department to investigate safe disposal and recycling methods for BPA-containing transaction paper and provide public notice on handling practices.
