Requires the Commissioner of Health to approve a professional education course on risk management strategies in obstetrics for eligible physicians and licensed midwives, with standards to be established by regulation.

Course content must include information on benefits and risks of elective or non-elective induction, neonatal impact of late preterm births, trial of labor, vaginal birth after cesarean, primary cesarean births, and patient informed decision-making strategies.

Eligible practitioners include physicians board certified or active candidates in obstetrics, physicians board certified or eligible in family practice providing obstetric services, and state-licensed midwives.

Requires the Superintendent of Financial Services to approve an appropriate premium reduction for insured eligible physicians or midwives who receive a certificate of completion from an approved risk management course.

Takes effect one year after becoming law and applies to insurance policies issued, renewed, modified or altered on or after the effective date.
