Employers of sanitation workers must ensure all employees, including supervisors, managers, and part-time/seasonal workers, receive proper training for assigned jobs, hazards, and equipment use prior to initial assignment.

Employers must provide annual refresher training to maintain competence, and additional retraining whenever job assignments change, new equipment is introduced, or inspections reveal employee deviations from procedures.

Training must be tailored to individual operations and include equipment-specific instruction for drivers, operators, loaders, maintenance personnel, and supervisors, with practical demonstrations of equipment operation and consequences of improper use.

Employers must maintain training records documenting dates and types of training received, with contractors and contract laborers required to provide appropriate records upon demand.

Training shall include minimum requirements established by federal and state occupational safety and health agencies, the Department of Transportation, ANSI, and operational instruction for each specific equipment type; takes effect 180 days after enactment.
