Local social services districts must notify the Office of Children and Family Services at least 90 days before lowering financial eligibility levels for child care assistance subsidies.

The Office of Children and Family Services must post notice of proposed eligibility changes on its website within 10 days and notify all licensed and registered child care providers in the affected district, state and local child care resource and referral agencies within 30 days.

Notices regarding eligibility changes must be made by email or mail and must include the effective date and description of the proposed change, and child care providers must post notices in visible locations for families.

Local social services districts must also provide 90-day advance notice to the Office of Children and Family Services when proposing to increase parental co-payment multipliers for child care assistance, followed by the same notification and posting requirements.

The act takes effect on January 1st following enactment.
