Establishes a New York State interagency plan to improve outreach, assessment, and care for veterans and their families experiencing mental health and substance abuse problems through coordination among the Commission, Office of Mental Health, Office of Alcoholism and Substance Abuse Services, Department of Health, and Department of Labor

Requires the plan to address housing accessibility for veterans with physical and mental disabilities, suicide prevention, services for female service members, peer support programs, family emotional support services, employment assistance, and information accessibility

Mandates the Commission submit annual reports to the Director describing activities related to the interagency plan, with the Director forwarding reports to the Governor

Takes effect 30 days after becoming law, with the first interagency plan required to be completed within one year of the effective date
