Designates members of the security force employed by Kaleida Health as peace officers within and directly adjacent to hospital buildings on the medical campus between East North Street, Goodell Street, Main Street and Michigan Avenue.

Limits these officers' powers to those listed in Criminal Procedure Law Section 2.20(1)(c) and the power to detain individuals for a reasonable period while awaiting law enforcement arrival when they have actual knowledge or probable cause that a person committed an offense.

Prohibits these officers from carrying, possessing, repairing or disposing of firearms unless they obtain the appropriate license pursuant to Penal Law Section 400.00.

Takes effect 180 days after the bill becomes law.
