Establishes the Voluntary Recovery Fund in the custody of the State Comptroller to provide financial support for organizations offering voluntary addiction recovery programs.

Requires the Commissioner of the Office of Alcoholism and Substance Abuse Services to deposit one percent of all taxes, interest, penalties, and fees collected under Article Eighteen of the Tax Law into the Voluntary Recovery Fund.

Fund moneys become available only upon issuance of a Certificate of Allocation by the Director of the Budget, recommended by the Commissioner of Alcoholism and Substance Abuse Services, with copies filed to the Comptroller and legislative finance committee chairs.

Authorizes the Commissioner of Alcoholism and Substance Abuse Services to promulgate rules and regulations governing fund allocation and to approve vouchers for fund disbursements certified by the Comptroller.

Takes effect thirty days after enactment, with no expenditures permitted until the Commissioner of Alcoholism and Substance Abuse Services adopts allocation regulations.
