Establishes the yellow ribbon reintegration program and makes an appropriation therefore; includes the adjutant general and the director of reintegration and the directors of veterans affairs as members of the traumatic brain injury services coordinating council and includes additional toxic materials or harmful physical agents in the scope of information to be provided by the veterans health care information program; requires health screening of veterans for traumatic brain injury and post-traumatic stress disorder; allows a criminal defendant to plead to not responsible by reason of mental disease or defect stemming from service in a combat zone; includes in the scope of duties of the division of veterans affairs, the commissioner of the office of mental health and the commissioner of the office of alcoholism and substance abuse services the establishment of a program for mental health and rehabilitative services for veterans, members of the New York national guard and residents in the armed forces reserves and their family members; makes an appropriation therefor.
