Authorizes the State Director to promulgate rules and regulations governing requests and proposals for establishing, operating, and maintaining state veterans' cemeteries.

Allows the state to contract with political subdivisions, agencies, or instrumentalities to establish and operate state veterans' cemeteries, with the state acquiring and owning all cemetery land.

Requires contracting entities to bear all establishment, operation, and maintenance costs not reimbursed by the federal government and to meet applicable federal standards for perpetual cemetery operation.

Permits the state to withhold state aid from any political subdivision, agency, or instrumentality that fails to perform its contractual obligations, or pursue other legal remedies to enforce contract terms.

Makes the state ultimately responsible to the federal government for all costs and compliance with federal standards for state veterans' cemeteries, notwithstanding contractor responsibilities.
