Requires all abuse hotlines to immediately forward allegations of physical or sexual abuse of persons with developmental, mental or physical disabilities in department-operated or private facilities to local law enforcement and district attorneys.

Mandates that mandatory reporters, supervisors, and individuals receiving abuse complaints immediately report to law enforcement, district attorneys, child abuse hotlines (if applicable), adult protective services (if applicable), and the Statewide Central Register of Child Abuse and Maltreatment.

Requires allegations of abuse involving children in residential care to be immediately forwarded to local law enforcement and district attorneys, with youth allegations also reported to the Statewide Central Register.

Mandates immediate reporting to local law enforcement and district attorneys of any suspicious, unusual, untimely or unexplained deaths of persons with disabilities in department-operated or private facilities, with child deaths in residential care reported within three days to the Central Register.

Applies reporting requirements to all facilities, day programs, group homes and providers operated, licensed, or funded by the department or other private facilities serving these populations, effective 90 days after enactment.
