Directs the Division of Military and Naval Affairs to provide returning servicemen and women who deployed to combat theaters or zones with information about accident prevention courses approved by the Commissioner of Motor Vehicles, available in written form at reintegration programs or online with a link to the Department of Motor Vehicles website.

Requires the Division of Veterans' Services to make accident prevention course information available online on its website with a link to the Department of Motor Vehicles accident prevention course pages.

Includes companies offering accident prevention courses at reduced rates to returning combat veterans in the "NY-USA PROUD" program under the economic development law.

Takes effect 90 days after becoming law, with state agencies authorized to immediately promulgate necessary rules and regulations for implementation.
