Adds "veteran status" as a protected category under New York's human rights law, defined as persons who served in active military during wartime, received a service-connected disability rating from the Department of Veterans Affairs or Department of Defense, or received specified military expeditionary medals, and were not dishonorably discharged.

Extends employment discrimination protections to prohibit employers, employment agencies, and labor organizations from discriminating against individuals based on veteran status in hiring, compensation, terms of employment, training programs, and job advertisements.

Extends housing discrimination protections to prohibit discrimination based on veteran status in the sale, rental, or lease of housing accommodations, land, and commercial space by owners, brokers, and real estate professionals.

Expands credit discrimination protections to prohibit creditors from discriminating against applicants based on veteran status in granting credit for housing, land, or commercial space purchases.

Authorizes the Division of Human Rights to establish advisory councils and develop policies to study and eliminate discrimination based on veteran status in employment, housing, credit, public accommodations, and education.
