Prohibits public entities from altering, destroying, reconfiguring, adjusting, changing, modifying, or moving veterans memorials, except when reasonably necessary.

Requires public entities that have created or accepted veterans memorials to maintain them in a reasonable manner.

Defines "memorial" to include parks, monuments, fields, buildings, structures, artwork, tablets, plaques, walls, and other structures donated to or constructed by public entities to honor veterans of U.S. wars, conflicts, or police actions.

Requires public entities to keep memorials open to the public except when access restrictions are reasonably necessary.

Defines "public entity" to include state, city, town, village, borough, school district, and public authority governments.
