Amends the Penal Law definition of "school grounds" to include day care facilities alongside public and private elementary, intermediate, junior high, vocational, and high school buildings and structures.

Extends the one thousand foot radius restriction around school property to day care facilities, making it illegal to sell controlled substances within this zone or in parked vehicles located within one thousand feet of day care facility boundaries.

Applies the existing "area accessible to the public" definition (sidewalks, streets, parking lots, parks, playgrounds, stores, and restaurants) to day care facilities for purposes of criminal drug sales enforcement.

Takes effect immediately upon enactment.
