Establishes an International Division within the Department of State with a Director appointed by the Secretary of State to supervise operations and employees

Authorizes the International Division to solicit, establish, and maintain sister state relationships between New York and states in other countries, serving as a conduit between the Governor and foreign state chief executives

Requires the International Division to cooperate with the Department of Economic Development to establish a clearinghouse network promoting international exchanges of commerce, education, and culture with sister states

Directs the International Division to work with the State University of New York to establish and facilitate student and faculty exchanges between state colleges and universities with colleges and universities in sister states

Requires the Department of Economic Development to implement provisions in consultation and cooperation with the International Division
