Increases the maximum local sales tax rate that cities and counties may impose from three percent to four percent, with options for rates of one-half, one, one and one-half, two, two and one-half, three and one-half, or four percent.

Repeals subparagraphs (i), (ii), and (iii) of section 1210 of the tax law that previously imposed additional limitations on certain jurisdictions.

Repeals subdivisions (d) through (hh) of section 1224 of the tax law, which contained specific tax rate authorizations for individual counties and cities.

Repeals sections 1262-g through 1262-p of the tax law that provided additional local tax authority provisions.

Takes effect immediately upon enactment.
