Requires the state to fully fund any new or expanded programs or services that counties, municipalities, or school districts are required to perform, when net additional costs exceed $1,000 per jurisdiction or $100,000 total statewide.

Makes state-mandated programs inoperative until the state provides sufficient appropriations to cover full compliance costs, except for mandates arising from court orders, permissive laws, private/special/local laws, or gubernatorial emergency orders.

Allows the legislature to waive funding requirements if a bill passes by two-thirds vote in both the Senate and Assembly.

Requires the State Division of the Budget to complete local impact statements within 30 days of notification when bills or administrative rules may impose net additional costs on local jurisdictions.

Prohibits bills with local impact statements from advancing to third reading in the originating house or passing either chamber unless they include appropriations equal to the estimated compliance costs.
