Requires voluntary not-for-profit agencies licensed by, funded by, or under contract with the Office of Mental Health, Office for People with Developmental Disabilities, and Office of Alcoholism and Substance Abuse Services to establish minimum training requirements for board members and trustees by October 31, 2012, excluding hospitals under Article 28 of the Public Health Law.

Mandates that initial training include fiduciary responsibilities and provide board members with tools and best practices necessary to effectively serve in their capacity.

Requires executive directors, chairpersons, or presidents to furnish annually to the commissioner a list of board members' names, addresses, and dates of completion of training requirements.

Directs commissioners to promulgate rules requiring boards of voluntary not-for-profit agencies to adopt policies and guidelines for emergency operating procedures affecting the health, safety, or fiscal viability of the agency.

Takes effect 90 days after enactment, with authorization for immediate rule-making to implement the act.
