Requires all persons born on or after January 1, 1994 operating mechanically propelled vessels in New York to hold a boating safety certificate issued by the commissioner, United States Power Squadrons, or United States Coast Guard Auxiliary, unless accompanied by an eligible adult or meeting specific exemptions.

Allows operators under 18 years old without a certificate to operate if accompanied by an adult (18+) who holds a boating safety certificate or is exempt from the requirement.

Permits vessel owners to operate newly purchased vessels for up to 90 days without a boating safety certificate.

Exempts boating safety instructors, United States Power Squadrons members, Coast Guard Auxiliary members, public vessel license holders, and certain public safety personnel from certificate requirements.

Allows liveries to rent mechanically propelled vessels (except personal watercraft or specialty prop-craft) to adults 18+ without certificates if the livery operator holds a certificate, provides vessel operation demonstration, renter demonstrates competency, and rental does not exceed 60 days.
