Extends the one percent sales and compensating use tax increase in Suffolk County from November 30, 2011 to November 30, 2013.

Requires net collections dedicated to public safety purposes (between one-eighth and three-eighths of total collections) to be deposited in a separate special fund beginning December 1, 2011.

Mandates that if Suffolk County allocates public safety funds to the Suffolk County Police District, it must also allocate funds to towns and villages outside the police district to ensure county-wide equitable distribution.

Requires allocations from the special fund to be governed by a revenue distribution agreement codified in the county charter, allocating funds based either on population data or 1994 baseline amounts with proportional increases.

Exempts allocations made directly to the general fund for county-wide public safety purposes from the revenue distribution agreement requirement.
