Requires delivery tickets for all liquefied petroleum gas sold in cylinders or containers to consumers, with serially numbered tickets containing date of delivery, net weight or volume, price per unit, total price, and names and addresses of seller and purchaser.

Allows sellers to provide total price within five days after delivery instead of on the initial delivery ticket.

Prohibits any person, firm, limited liability company or corporation from filling, refilling or delivering liquefied petroleum gas into cylinders or containers with a water capacity exceeding ten gallons unless they are the owner or authorized in writing by the owner.

Prohibits use of liquefied petroleum gas cylinders or containers to hold any substance other than liquefied petroleum gas unless the person is the owner or authorized in writing by the owner.

Prohibits removal of liquefied petroleum gas from cylinders or containers except in cases of fire or safety emergency unless the person is the owner or authorized in writing by the owner.
