Excludes the towns of Brookhaven, East Hampton, Riverhead, Shelter Island, Southampton, and Southold in Suffolk County from the metropolitan commuter transportation mobility tax district effective immediately.

Requires reimbursement of all revenues previously collected from these six towns by March 31, 2013.

Requires the Metropolitan Transportation Authority to renegotiate the joint service agreement with Connecticut by March 31, 2013 to equalize fare levels between New York and Connecticut Metro-North riders and base Connecticut operating deficit subsidies on actual Connecticut resident utilization.

Authorizes the Authority to either implement the renegotiated agreement terms or reduce Metro-North New Haven Line services and expenses to achieve equivalent recurring savings if renegotiation fails.

Legislation responds to findings that these six Suffolk County towns contribute over $60 million annually more to the MTA than they receive in mass transit services.
