Requires the New York State Division of Veterans' Affairs to establish, print, and distribute a Veterans' Bill of Rights outlining nine specific rights including access to benefits, dignity and respect, fair treatment, and information about assistance programs.

Mandates the Veterans' Bill of Rights be made available on the division's website, at all division offices, local veterans' service agencies, outreach programs, and state and local agencies providing veteran services.

Directs the division to establish Veterans' Services Outreach Programs throughout the state to provide veterans with information, assistance, and referrals to eligible benefits and services.

Authorizes the division to contract with and certify qualified not-for-profit organizations to operate Veterans' Services Outreach Programs, with applications submitted to the state director containing required information and proof of qualifications.

Takes effect January 1st following enactment, with implementation actions authorized to begin immediately upon passage.
