Extends minority and women-owned business enterprise (MWBE) participation requirements in New York State Executive Law to apply to city contracts in addition to state contracts.

Defines "city," "city agency," and expands definitions of "contractor," "contract," and "subcontract" to include city entities and city contracts with thresholds of $25,000 for services and $100,000 for construction/real property projects.

Requires cities with MWBE programs to establish certification standards that comply with state Division of Minority and Women's Business Development rules and regulations.

Mandates that business enterprises certified under any city MWBE program are automatically deemed certified under the state program, and vice versa, creating reciprocal recognition across jurisdictions.

Applies enforcement provisions, waiver procedures, utilization plans, and compliance reporting requirements to city contracts equivalent to those governing state contracts.
