Requires bidders on dormitory authority public work contracts to submit sealed lists naming each subcontractor and the agreed-upon payment amounts for plumbing, heating/HVAC, and electrical work with their bids.

Mandates that the low bidder's sealed subcontractor list be opened and announced publicly after bid award, while all other bidders' lists are returned unopened.

Prohibits changes to subcontractors or payment amounts after contract award unless the public owner approves based on legitimate construction need, including project specification changes, material cost changes, subcontractor status changes, or subcontractor unavailability.

Requires all subcontractor change requests and supporting documentation to be open to public inspection.

Applies these subcontracting transparency requirements to dormitory authority contracts for construction of dormitories, SUNY facilities, BOCES projects, community colleges, and CUNY facilities, effective 60 days after enactment.
