Creates the Stephentown Memorial library district in Rensselaer County to encompass all of the town of Stephentown, replacing the existing library association upon voter approval.

Requires a petition of at least 50 qualified voters to initiate an election where the majority must approve district creation, an initial budget, and elect seven trustees within one year of the act's effective date.

Establishes a seven-member board of trustees with staggered three, two, and one-year terms; candidates nominated by petition signed by 50 qualified voters and filed 30 days before election.

Authorizes the town of Stephentown to levy annual property taxes for library operations and issue bonds for library facilities with voter approval; all funds managed by district treasurer with board oversight.

Upon Board of Regents charter approval, dissolves the library association and transfers all assets, liabilities, property, and employees to the new library district under civil service law.
